Keeps GitHub labels in sync with the canonical .github/labels.yml on push and workflow_dispatch. Dependency-free YAML parsing via node; creates/updates labels with --force, never deletes.

.github/workflows/sync-labels.ymlso the repo's GitHub labels stay in sync with the canonical.github/labels.yml. Runs on push to main (when labels.yml changes) and on demand. Dependency-free node parser;gh label create --forceis create-or-update and never deletes.
